Notice on New Export Requirements for Laser Sources

Effective March 2026, Chinese Customs has significantly strengthened its export control over laser source products. The specific administrative requirements are as follows:

  1. Laser sources subject to control: For any laser source falling within the scope of the Administrative Catalog of Dual-Use Items and Technologies Import and Export License, an export permit issued by the Ministry of Commerce of China must be obtained for each individual order before export customs clearance can be processed.
  2. Laser sources not subject to control: For laser sources not involving dual-use item controls, the exporter must provide a test report issued by a qualified third-party inspection agency, along with a detailed written explanation specific to the product, to demonstrate that the laser source is not subject to dual-use item controls.

Impact on Civillaser and Countermeasures

Upon review, all Civillaser products are confirmed not to involve dual-use item controls and are only required to provide third-party test reports. Under the current enforcement by Chinese Customs, a third-party test report is required for each export order.

To address this new compliance cost, effective April 2026, Civillaser will begin to collect a portion of the testing costs from customers as part of each product order. We appreciate your understanding and cooperation.
