🔍 Regulatory Overview
Starting from March 2026, China Customs has strengthened export controls on laser sources. The new measures are as follows:
- Laser products falling under the Dual-Use Item Control List — Each order requires an export license issued by the Chinese Ministry of Commerce prior to shipment. (Every individual order must obtain a separate export license.)
- Laser products NOT involving dual-use items — Exporters must provide a third-party laboratory test report, together with a detailed declaration explaining why the laser source is not subject to dual-use controls.
⚙️ Impact on Civillaser
All laser sources manufactured by Civillaser are outside the scope of dual-use item controls. Therefore, no export license is required. However, a third-party test report is mandatory for each export shipment as per current Customs requirements.
💡 Cost adjustment notice: Starting from April 2026, Civillaser will include a portion of the testing costs in product orders. This covers the expense of obtaining third-party test reports for each shipment.
